Known as The Hangman of Riga, the sadistic Herberts Cukurs either ordered or personally participated in the burning, drowning or liquidating of over 12,000 Jews. Cukurs escaped punishment, fleeing to Germany and, soon thereafter, to Brazil, where he set up a small boat business. In 1964, fearing the war criminal would escape again due to a 20-year statute of limitations, the Mossad appointed a top agent to pose as Austrian businessman, Anton Kuenzle, and earn Cukurs trust as a potential business partner. And that he did. On February 23, 1965, in Montevideo, Cukurs would pay the ultimate price for his crimes against humanity at the hands of a five-member elimination unit.
