The Miami homicide team is investigating the murder of a man found naked, tied up, and floating in Biscayne Bay. Investigators scour the shoreline in search of clues and follow a lead into the heart of a homeless encampment known as “Waterworld.” The case takes an unexpected turn when the body of another man is found floating in the Bay three days later. At the second crime scene, detectives discover a glaring connection between the two murders and must determine if they are related.
